Will I still receive my Social Security benefits during a government shutdown?

As of Oct. 1, 2025, a partial government shutdown was announced. However, individuals who receive Social Security benefits do not need to worry about their monthly payments being stopped. 

Since its creation nearly 90 years ago, the Social Security system has never missed a payment. Even through multiple government shutdowns and periods of uncertainty, beneficiaries have continued to receive their monthly checks—and that will not change. 

While some government services are affected by the shutdown, Social Security payments will continue without interruption. 

Social Security payments will not be interrupted

Because Social Security benefits fall under mandatory spending rather than discretionary programs, their funding has already been approved by Congress, and payments continue on a regular schedule.

Current recipients, including those receiving Social Security Disability Insurance (SSDI), Supplemental Security Income (SSI), Retirement Benefits, and Survivors’ Benefits, will not experience any interruption in their monthly payments, even during a government shutdown. 

Based on precedent from past shutdowns, the Social Security Administration (SSA) has a contingency plan in place. While a small portion of employees are furloughed, the vast majority (about 90%) are classified as essential workers and continue to work.

Are Medicare and Medicaid / Medi-Cal affected by a government shutdown? 

Similar to Social Security, Medicare and Medicaid / Medi-Cal are considered mandatory programs and do not stop because of a government shutdown.   

These programs stay active despite a shutdown and coverage for doctor’s appointments, prescriptions, and other services will be paid.  

What happens during a government shutdown? 

Non-essential workers are furloughed, while employees considered essential, such as law enforcement and most military personnel, continue to work without pay until an agreement is reached and the government reopens. Eventually, those who work during a shutdown are reimbursed for their unpaid time. 

What could be affected?

A government shutdown doesn’t stop Social Security or federal and state health insurance programs, but it can slow certain services. With fewer staff working, new applications may take longer to process, medical exams could be delayed, and routine administrative tasks—like handling paperwork or responding to inquiries—may also move more slowly. 

How long does a government shutdown last? 

The length of a government shutdown varies and depends on when Congress reaches an agreement to fund the government. Past shutdowns have ranged from just a day or two to several weeks, with the longest lasting 35 days in 2018-2019. While it’s difficult to predict how long a shutdown might continue, history shows they can be brief or more prolonged depending on the political circumstances.
